EMERGENCY PREPAREDNESS COORDINATOR

JOB DESCRIPTION

POSITION SUMMARY

The Emergency Preparedness Coordinator is responsible for carrying out activities of emergency preparedness. Responsibilities include but not limited to: ensure IPHCA and centers comply with state and federal policies and procedures in regard to emergency preparedness; assist centers to develop emergency management plans and to build emergency response capacities; conducting on-going emergency preparedness trainings, drills, and exercises; and facilitate centers integration into state and local emergency preparedness and response efforts.

QUALIFICATIONS

Education Required: Must have a Bachelor degree in public health or related field. An advanced degree is preferred. Two years of administrative experience. The preference will be given to the candidate with experience in emergency and disaster management. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.      Participate in state and local emergency preparedness planning and integrate health centers into the existing preparedness and response systems.

·        Communicate with centers about state and federal legislation and policies, as well as emergency preparedness events and activities; and ensure the integration of CHCs into state and local planning and management systems.

·        Obtain training and certification to assist centers to conduct a Hazard Vulnerability Assessment (HVA), develop an Emergency Preparedness Plan, and provide on-going training and technical assistance to centers.

·        Maintain and update IPHCA’s emergency preparedness webpage to disseminate information, resources, policies and procedures, and notification about upcoming events.

2.      Help community health centers prepare for and respond to emergency/disaster situations and build emergency response and management capacities.

·        Identify, develop, gather, and disseminate resources, information, supplies, and equipment related to emergency situations.

·        Assess emergency preparedness needs in centers to include general emergency preparedness awareness, policies and procedures, facilities, equipment and supplies, training and personnel development, communications, and staffing.

·        Work with centers to identify training topics; coordinate and conduct on-going trainings, drills, and exercises on emergency management.

·        Provide technical assistance to centers and help identify potential partnership and linkages with other entities and the communities; encourage centers to participate in local, regional, and/or national disaster drills and excises.

·        Maintain IPHCA’s Emergency Preparedness Advisory Group and conduct meetings on a regular basis to provide guidance and technical assistance to the initiative.

3.      Write articles regarding emergency preparedness in IPHCA newsletter and other IPHCA sponsored venues.

Position Summary

SALARY RANGE:  $58,000 - $63,000

Produces bus schedules to maximize the use of CTA equipment and manpower resources while minimizing unnecessary costs and adhering to bus operator rules.  Produces timely and accurate schedule data and materials for pick process and special schedules.  Diagnoses schedule reliability problems related to scheduled running times and recovery times and recommends improvements to schedules.

Primary Duties and Responsibilities

Develops bus operating schedules (vehicles and crews) for picks, schools service, special events and supplemental schedules according to specifications while monitoring and controlling costs that are impacted by schedule operational efficiency.

Completes crewing and run cutting process using scheduling software program.  Applies existing bus operator rules to scheduling process to minimize STO manpower while observing quality-of-life parameters for work schedules of operating personnel.

Produces schedule materials including general bus bid (pick) materials, supervisor guides, run paddles and vehicle pull-out schedule sheets.

Performs quality-control function including proofing of schedules, special service bulletins and pick materials for accuracy.

Analyzes changes in required STO pay hours, manpower and vehicles that are driven by schedule changes, including increasing running times. 

Investigates schedule-related internal and external complaints and recommends corrective procedures to running time, recovery time or headway.

Analyzes running time data and work with field personnel to diagnose schedule reliability problems that will minimize scheduled vehicle hours while achieving performance reliability goals. 

Performs other duties as assigned.

Education and Experience Requirements

Bachelor's Degree in Transportation, Geography, Urban Planning, Logistics or similar field of study.  Basic knowledge of the methods, techniques, principles and practices of transportation scheduling.   Ability to learn how to utilize computerized methods for developing routes and schedules.  Ability to make mathematical computations and ability to interpret and apply labor contract provisions as they relate to schedule writing, run cutting and pick procedures.  Knowledge of HASTUS scheduling software application preferred.   Weekend and early/late-hour work may be required.  Proficiency in Microsoft Office Suite, including Word, Excel and Outlook.  Must have good communication skills, both verbally and in writing.

JOB SUMMARY:

As Supervisory Transportation Program Specialist, you will lead the staff of the regional office with responsibility for providing an early FTA presence and becoming actively involved in the state and local transportation planning and program (grant) development process in the six Great Lakes states. You will also manage and direct all activities in the regional office relating to the development and approval of capital, operating and planning grants. This includes providing detailed review and analysis of grant applications to determine justification and program eligibility and availability of funds. You will be responsible for the preparation of documents recommending approval to the Regional Administrator of capital and planning grants, letters of no prejudice, transportation improvement programs and advance construction authority.

This position is ideal for a senior level professional transportation program specialist who has excellent leadership, communication and analytical skills and is looking for an opportunity to apply project and program management experience as it relates to the transit industry.

  • Manages the regional metropolitan Transportation Improvement Programs (TIP) and State Transportation Improvement Programs (STIP), in coordination with FHWA. Manages and performs planning process certification reviews jointly with FHWA.
  • Recommends approval of Unified Planning Work Programs (UPWPs). Reviews air quality conformity analyses developed by Metropolitan Planning Organizations (MPO), coordinating with FHWA and Environmental Protection Agency (EPA) as necessary, and makes recommendations to the Regional Administrator on air quality conformity findings.  
  • Assists grantees in the development of environmental documentation, reviews those documents for compliance with National Environmental Policy Act (NEPA) and FTA program requirements.  
  • Represents FTA through oral and written communications in meetings at Regional and Headquarters levels and in the field with state and local officials, representatives of public and privately owned carriers, and various public and private groups concerned with transit matters.  Assists in the preparation briefing papers, statistical reports and policy papers on a broad range of regional office and grantee activities and in support of policy and procedural decisions for use by the Regional Administrator and/or headquarters.
  • Manages FTA's Office of Planning and Program Development Office. Supervises diverse staff including administrative, technical and professional levels. Mentors employees and assists in individual development plan implementation.  Creates a culture that encourages others to meet the organization's mission.

 

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.


LEVEL

To qualify, your experience should include at least one year of experience equal or equivalent to the following:

GRADE 14

Experience working in the capacity of a transportation program specialist/analyst, Manager, or Team Leader in areas related to planning, environmental, project management, and/or grant programs related to public transportation.
